eIDAS - EUDI Wallet core acts (standards update)
Commission Implementing Regulation (EU) 2026/1731 of 15 July 2026 amends Implementing Regulations (EU) 2024/2977, (EU) 2024/2979, (EU) 2024/2980 and (EU) 2024/2982 as regards applicable standards and specifications. It is made under Regulation (EU) No 910/2014 on electronic identification and trust services (in particular Article 5a(23)), and brings the technical specifications of four core European Digital Identity Wallet acts into line with the applicable standards.
The four acts it updates are the ones covering person identification data and electronic attestations (2024/2977), integrity and core functionalities (2024/2979), the trust framework (2024/2980), and the protocols and interfaces to be supported (2024/2982).

This regulation is an amending act. The summary below describes the changes it makes to the four acts it references. For the authoritative wording of each amendment, refer to the official text in the Official Journal linked above.
Article 1: Amendments to Implementing Regulation (EU) 2024/2977 (person identification data and electronic attestations)
- Inserts Article 3a requiring wallet providers to warn the user when portrait data is requested, and to obtain the user's explicit confirmation before that data is disclosed.
- Revises the standards for electronic attestations of attributes.
- Amends the technical specifications in the Annex concerning the encoding of person identification data.
Article 2: Amendments to Implementing Regulation (EU) 2024/2979 (integrity and core functionalities)
- Updates the cryptographic mechanism requirements and the wallet unit attestation specifications.
- Updates the standards for signature creation applications.
- Introduces Article 14a mandating the display of the EU Digital Identity Wallet Trust Mark, with defined visual characteristics and technical requirements.
Article 3: Amendments to Implementing Regulation (EU) 2024/2980 (trust framework)
- Clarifies the Commission's role in maintaining the lists of ecosystem providers, namely wallet providers, person identification data providers and certificate providers.
- Modifies the related notification procedures accordingly.
Article 4: Amendments to Implementing Regulation (EU) 2024/2982 (protocols and interfaces)
- Refines the wallet unit requirements for authenticating and validating certificates.
- Removes the delegation of tasks to an intermediary application.
- Establishes presentation protocols for attributes.
- Sets specific entry-into-force dates, including a delayed application date of 11 August 2028 for the validation of wallet-relying party registration certificates.
Article 5: Entry into force
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
This Regulation shall be binding in its entirety and directly applicable in all Member States.
